PERMISSION TO PERMIT

Are you familiar with the City of Calgary's Permission to Permit Program?

​

A Permission to Permit is required when your contractor has to excavate into the City Right of Way (City roadway). The Permission to Permit program allows the pre-payment of two fees:

​

Pavement (Road) Degradation Fees: charged to offset the increased repair and maintenance costs caused by excavating asphalt,

AND

Top Lift Paving Fees: charged on roads classified in good condition, to restore the road surface so it lasts the projected lifetime.

 

A Permission to Permit enables these two fees to be pre-paid at a flat rate on a project basis, instead of a per-permit, per-cut estimated fee. The advantage is the permit holder knows up front what the excavation costs are for the project.The cost of this flat rate permit varies with the road classification and roadway pavement condition of the roadway on which your work site is located. Determination of road classification and road condition (VCI >=7, current year paving, rehab planning) can be done on the City of Calgary Roadway Activities Map.

Please Note: Road Degradation fees apply to every Permission to Permit but Top Lift Paving fees are only charged if the road is classified in good condition, which means it has a Visual Condition Index (VCI) rating of 7 or greater.

 

Step 1: Complete the Permission to Permit Application Form.

 

The answers to the questions on the form are:

What services need to be accessed/installed? (Circle all that apply) - SEWER & WATER

​

A City of Calgary Development Permit for the site being serviced? YES

​

Will all excavation work be complete by December 31, 2021? YES

​

Choose the size range (Total excavated area) you are applying for: Up to 100m2 (for residential).

** If Commercial, please call us for this size.

Project Developer name and contact number (if different from Applicant Information):

​

Name of company that will be installing services: Precision Underground Services (And any other utility company that need to excavate for any other services).

*Submit a project drawing showing the estimated locations of the utility tie-ins and planned excavations (If you have building plans that indicate where the services are going, highlight them).

 

Step 2: Email the application form and your project drawing to:

 Excavation Permit Office at epo@calgary.ca

 

They will respond to your application email advising you of the cost and will provide an order number (or numbers if Top Lift Paving Fees are applicable). Their office is closed to the public and they are only accepting payments online with a credit card on the City of Calgary ePay website.

 

**Precision will require a scanned copy of the permit with proof of purchase receipt for our records please. Failure to have this number may delay the scheduling process with Precision Underground Services.

 

Precision Underground Services is not able to offer the Top Lift Paving restoration required if the client does not choose to get a flat rate Permission to Permit. We do not have the planing and paving equipment required to meet the standards and indemnification set by the City of Calgary. In the past, when the project site was not eligible for the flat rate Permission to Permit, the non-flat rate option for this Top Lift Paving Fee was ALWAYS more costly than the flat rate Permission to Permit option.
